Abstract

Currently developing and winning competitions has become synonymous with success. The term competence relates to being competent and having competencies. In other words, to compete you have to be competent and to be competent you have to have skills. Most authors tend to understand competencies as abilities, skills, attributes, knowledge and skills, which are formed and manifested in people. Therefore, the word competence is considered to be made up of three fundamental elements: knowledge + skills + attitudes. The study of research competencies is a concern that has received attention from researchers, which is why it is necessary in Research Centers to properly guide and attend to the management of human resources, starting fundamentally from the staff selection process. Based on job skills, achieving successful performance. For the development of this study, the Human Resources Management Model of Diagnosis, Projection and Control is taken as a research instrument. In the following investigation, different techniques were used such as: direct observation, surveys, interviews, documentary review and study of the work environment
